Rename "Preview" for reports to instead be "Download"

The wording of "Preview" is confusing and doesn't provide insight as to what takes place when the button is selected (Eg; will it be real data). Suggestion to instead rename this to be "Download Report".

In my browsers the underlying PDFs open in a new tab. No download dialog. So it is pretty much a preview for me.

Seems to depend on browser settings how PDF links are dealt with.
