"Excluded Updates" and "Automated Updates" seems to be working against each others...

We can add plugins who previously have been set to "Excluded Updates" into "Automated Updates", and they will be processed.

We can also add a plugin who previously have been set to "Automated Updates" into "Excluded Updates", and they will still be processed.

You need to ensure that plugins who is set to "Excluded Updates" isn't being processed by "Automated Updates", but still allow them to be added as "Automated Updates" - since "Excluded Updates" also can be used temporary for some plugins when there is bad versions or big changes requiring reviews.
