While I was reviewing some plugins on our sites I realized it would be really nice if plugins could have notes. For example, on the plugin "WP Video Popup PRO" it would be nice to add a comment like: "License is manage under developer@ email account" or "This is a client managed license". Some other places this comment might show up would be when viewing a site and checking which plugins installed. It could show a little tooltip with the note.

I can see two different types of comments:

* Plugin/theme specific

* Site + plugin/theme specific
